About the Project
The Challenge
The Severn Tunnel ventilation system is a critical safety asset within the rail infrastructure network. During site investigations, deterioration of insulation and wear within the smoke extract fan assembly were identified, requiring urgent specialist intervention.
The works presented several technical and logistical challenges, including:
- Working within a live Network Rail infrastructure environment
- Restricted access within the tunnel ventilation duct
- Complex lifting requirements for the fan impeller assembly
- Coordination between multiple specialist contractors
- Maintaining strict safety and isolation procedures throughout the works
- Delivering the programme within fixed operational timescales
Our Solution
Tate Technical Services managed the project from initial scoping through to final commissioning, coordinating specialist engineers, scaffold contractors and supply chain partners throughout the delivery phase.
Project Scope Included:
- Detailed site surveys and condition assessments
- Development of engineered refurbishment solutions
- Production of Work Package Plans (WPP), lift plans and inspection & test plans
- Safe isolation and lock-off procedures
- Design and installation of a bespoke internal scaffold lifting frame
- Removal and refurbishment of the fan impeller and motor assembly
- Bearing replacement and mechanical overhaul
- Internal inspection of motor windings and insulation condition
- Cleaning, rebuilding and recommissioning of the brake assembly
- Final testing and commissioning in conjunction with Network Rail
Specialist Engineering & Access Solutions
Due to the confined nature of the ventilation duct, Tate Technical Services designed and coordinated a bespoke temporary scaffold structure complete with integrated lifting frame to safely support the removal of the fan impeller assembly. The engineered scaffold solution enabled safe lifting and manoeuvring of components within the restricted tunnel environment.
The fan assembly was carefully dismantled using specialist lifting equipment, allowing engineers to inspect critical components including:
- Motor bearings and housings
- Impeller seating and coupling arrangements
- Brake assemblies
- Internal motor windings and insulation condition
Following refurbishment and replacement of worn components, the fan was fully reassembled, tested and returned to operational service.
Safety & Compliance
Working on Network Rail infrastructure required all operatives to hold industry-standard rail competencies and undergo rigorous safety procedures. Tate Technical Services maintained strict control measures throughout the project, including:
- Rail industry competency compliance
- Permit-controlled safe isolation procedures
- Continuous supervision and safety inspections
- Coordination with Network Rail and principal contractor teams
- Ongoing communication between trades and site personnel
Project Outcome
The refurbishment works were completed successfully within the agreed programme, with the tunnel ventilation system recommissioned and returned to operational service without issue. Tate Technical Services provided additional resources where necessary to maintain programme delivery and ensure minimal disruption to operations.
